Construction of a new cultural, tourism, museum and leisure hub along the banks of the Marne

At the heart of the Polangis district in Joinville-le-Pont, Wilmotte & Associés has been commissioned to design a new 3,900 sqm cultural center. The project is part of a broader strategy to enhance the banks of the Marne, which are set to become a major asset combining nature, leisure, culture and retail.

Located at the confluence of four municipalities—Joinville-le-Pont, Nogent-sur-Marne, Saint-Maur-des-Fossés and Champigny-sur-Marne—the building asserts itself as a strong inter-municipal urban landmark, both radiant and attractive.

With its distinctive proportions—over 20 meters high and 36 meters in diameter—it stands as an iconic reference point along the Marne riverbanks. Its unique silhouette, made of glass and metal, rises like an architectural beacon, radiating 360° within its landscaped setting.

The intention to create a dialogue between architecture and landscape guided the design of this organically shaped building. The curves of its envelope and its domed roof respond to a rare and valuable environment in the Paris region: the Marne riverbanks and their traditional guinguettes.

Within a heterogeneous built context, the project emerges as a unifying element, establishing continuity with its surroundings.

 

Conceived as a hybrid, functional and adaptable venue, the cultural center includes on the ground floor an ice-cream café, a reception area with a shop, a local activity space, and technical control rooms. The first and second floors are dedicated to permanent exhibitions showcasing inter-municipal museum collections, while the third floor hosts temporary exhibitions. Finally, the fourth level accommodates a restaurant offering panoramic views over the surrounding area.

 

Outdoors, the project will be extended by the future creation of a floating pool barge and the redevelopment of public spaces along the Allée des Guinguettes, further enhancing the site’s attractiveness and convivial atmosphere.
